OUR 3D JOURNEY
From Conversation to Culture
Every organization has a culture. The question is whether it develops by accident or is intentionally architected. Architected culture begins when leaders pause, confront real issues, ask difficult questions, and hold meaningful conversations about the future they want to create. Together, they translate that vision into a common leadership language supported by clear behaviors, intentional strategies, and shared accountability.
Through an internal 3D Master Class, 42 members of SJPD’s leadership team clarified their identity, established their purpose, and began building the culture they want every officer to experience.
Chief Luster shares why SJPD chose to begin the 3D Journey, how the process unfolded, and the impact it is having on leadership and culture across the department.
Forty-two members of SJPD’s leadership team completed the 3D Master Class together, creating a shared foundation for the department’s next chapter.
OUR IDENTITY
Defining What Defines Us
During the 3D Journey, members of the St. Joseph Police Department reflected on the values, character traits, and behaviors that define who they are and who they aspire to become. As those individual voices came together, a common language of identity began to emerge.

Building a Foundation, Together
Purpose begins with people.
Through the 3D Journey, each SJPD leader first clarified his or her individual purpose. Those personal purpose statements became the building blocks from which the department’s shared foundational purpose emerged.
Like individual bricks laid together to form a strong foundation, each leader contributed his or her own language about why they serve in the organization. Together, those individual voices were synthesized into a single foundational purpose statement that now guides the department’s leadership, culture, and future.

With identity clarified and a foundation of purpose established, SJPD began defining the culture it intends to build.
The department’s seven Cultural Distinctives express what makes SJPD uniquely SJPD. Created from the voices of its own people, they provide a shared leadership language and a practical blueprint for how officers lead, serve, and work together every day.
Together, these seven Cultural Distinctives articulate SJPD’s purpose-based identity and guide the leadership behaviors its people live out each day.
